Ashraf Shihabi is an accomplished leader in audit, consulting, and risk advisory, with over 25 years of experience in both federal and commercial sectors. He has successfully led complex financial audits and consulting projects from inception to completion, effectively managing teams and fostering collaborative relationships with senior leadership and cross-functional teams. His areas of expertise include financial statement audits, performance audits, regulatory compliance, litigation support, fraud examination, forensic accounting, corporate governance, and strategic execution. He excels in analyzing business processes, identifying opportunities for improvement, and implementing strategies to enhance efficiency and reduce risk.
Ashraf has extensive experience in highly regulated industries such as banking, financial services, mortgage, and government-sponsored enterprises (GSEs) (Fannie Mae and Freddie Mac), as well as with federal agencies like the U.S. Department of Health and the Social Security Administration. Most recently, he served as the technical delivery leader for multiple first-time performance audits conducted on behalf of the Health Resources and Services Administration (HRSA) Provider Relief Bureau (PRB), through which the federal government allocated $175 billion in General and Targeted Distributions to healthcare providers under the Coronavirus Aid, Relief, and Economic Security (CARES) Act during the pandemic. In this role, he planned and supervised auditing procedures, led audit teams, and oversaw all stages of performance audits for Provider Relief Fund recipients. His work resulted in the identification of several questionable costs and reportable findings, ensuring proper use of public funds and protecting taxpayers’ interests.
Ashraf is a licensed Certified Public Accountant (CPA) in Virginia and Washington, D.C., a Certified Fraud Examiner (CFE), and has passed Level I of the Chartered Financial Analyst (CFA) program. He holds three master’s degrees with distinction in Accountancy, Banking & Financial Sciences, and Business Law (Juris Master) from Antonin Scalia Law School. His international career trajectory has been shaped by roles at prestigious public accounting and management consulting firms, including the Big Four. Ashraf currently serves as the chair of the audit committee on the board of directors for Pyxera Global.
